How many inches of fish can you have in 1-1000000............. gallons for example (just a example not a fact) 13 inches of fish per 30 gallons I just want to know how much space each fish needs so that they will not be stunted.....

If the fish are under 4 inches you can use the 1 inch per gallon rule as a guide,

However larger fish don't really have a general guideline and you will find most species have a species specific suggested tank size or tank requirements for a single fish

Oscar - 75G
jack Dempsey 45G
Angels 30G +height of 18inches

In reality though a Good Judgment is all you need when stocking tanks
 
Now is that buy them selves JD and Oscar..?

i.e. a JD should not be kept in anything under a 45G tank
and an Oscar shouldn't be kept in anything under a 75 with tankmates (55G without tankmates)

but putting them together is a totally different story,
you could find someone who has an O and a JD in a 100G fine and then someone else who has an O and a JD that will not live together in a 180G for example -

As i said above judgement plays a big part
