Question on how to proceed...

Here's the history:

cycled for about six weeks...
Friday: Ammonia 0.0 ppm Nitrite 0.00 ppm
Saturday: Ammonia 0.0 ppm Nitrite 0.00 ppm

did a 60 % water change - probably more if you consider the water displacement of the decor.

Sunday: Ammonia 4.0 ppm Nitrite 2.00 ppm
Monday: Ammonia 2.0 ppm Nitrite 2.00 ppm
Tuesday: Ammonia 0.0 ppm Nitrite 1.00 ppm

I have tested my tap water for Nitrites and it's ZERO.

1. Do I add some more Ammonia today?
2. When the Nitrites get back to zero do I another water change?
 
When the nitrites get back to 0 check your nitrates and see what level they're at, this is the main reason why you do a water change - to bring nitrate levels down. If they nitrates are not too high you should be ok to add your fish.
 
That is pretty weird. I'm assuming that there are no fish in there. I'd wait until the ammonia and nitrite are back to 0 then do an 80% water change to reduce the nitrates then test the water again before adding the fish. There shouldn't be a spike in ammonia or nitrite. Let us know how it goes.
