I was talking with a lady today who tends the fish tank at the church down the road from me, and she was saying that she was told that after 10 years or so, the rocks you buy for an aquarium start to "go bad" if you will. Mainly the paint starts to wear off of them and that they should be replaced at this point. I know i've never heard of this before, but i'm still relatively new to the hobby so I figured I was ask just to be sure.

Can anyone confirm for me if this is true or not?

'Paint'? i just use actual rocks, no paint.

I haven't seen painted rocks at my pet stores. Usually natural rock or and molded plastic fakes (the dye is part of the plastic and shouldn't peel, though maybe it might fade with age).

i think he's talking about the peasized gravels. but yea, some cheaper brands do flake, and some just use a bunch of dust and glue them together to try and hold.
