Question About Betta-fix

I was adding betta fix to my hospital tank the other day and despite adding the amount it said on the package, there was a white looking film on top of the water. I had added a betta I adopted (they gave him to me free since he was near death) from PetsMart the other day, and he ended up dying anyway. I have never used it before, is it normal to have a cloudy looking fil at the top?

Do you have a filter in the tank? If theres nothing breaking the surface and moving the water its quite common for meds to leave a film on the surface
