In an over stocked tank would it be better to have 2 filters instead of 1 for the ammonia eating bacteria to colonize to reduce the ammonia in the tank?

Yes, but, why not just decrease the stocking? Much easier, and your fish would be a lot happier.

stocking tank @75% capacity of a tank is way better for fish and cheaper then another filter.
currently my tank is about 80% capacity at full adult size of fish in aquarium and all fish are juviniles atm.
Stock to full growth potential then never any worries about bioload.
