Would a Takifugu Ocellatus work with freshwater morays? I've heard that they require elevated oxygen content and that they are not as aggressive as some puffers. Is this true?

also these seem to be a bugger to keep alive long term for some reason?
Almost certainly because they are kept at the wrong temperature and simply become heat exhausted. They are warm temperate/subtropical fish. If the water goes above 15-18 degrees, you will likely need a chiller. Other members of the genus are widely kept as laboratory fish, so I don't imagine there's any intrinsic reason why this species can't be maintained either.
