Well, no, by definition a 10 gallon tank (also known as a large bucket) is only suitable for dwarf species.
There's more than one dwarf puffer though. I have Carinotetraodon irrubesco, a boy and a girl (not yet a pair!) in a roughly 10 gallon tank along with some Otocinclus, a Rhinogobius goby, and a small male Celebes halfbeak. So far, no problems. This species is said to be among the more peaceful dwarf puffers, and that has been my experience.
There are a few other dwarf puffers worth finding out about, too. They're all freshwater, preferably soft to moderately hard, acid to neutral pH.
