Protein Skimmer

Hi, sorry if this sounds stupid but im really having trouble doing this. Is my skimmer broken or just not properly set up because i have installed it for a week now and there still hasnt been any foam on the top.. I bought it off ebay, and it didnt come with an instruction booklet or anything like that.. I thought i could just put pieces together and put it in my tank.

Looks like it can be in sump or HOB (hang on back)

hard to tell from that picture, but if it has a knob sort of like the 5202, you can turn it to raise the microbubble level to the desired height, either wet skim or dry skim.
