Poorly Betta

Over these last few days he's seemed very lethargic, his fins have clamped up at the ends and he's slightly paler. He's still eating fine and I've turned the temp up to 28 degrees as I thought the water might have been a bit too cold. Water stats are fine although I'll do a 50% change tomorrow to freshen it up a bit anyway. He's in a 30l tank which I fully clean weekly.

He generally looks very sad which is strange because he's such a lively little fella
