If it is the one in the link that Lhutch posted then that is Gastromyzon ctenocephalus :)
 
I live in the U.K.....
Of the 3 LFS i visit regularly, all 3 stock them.
I'd think the problem in Arizona may be keeping the tank at a suitable temp, 20-24 degree celcius. The losses that would be (most likely) incurred by having a tank at say 29 degree celcius (as the forecast says for today, while its cloudy too) would make keeping (and selling) hillstreams fairly time consuming compared to other tropicals with higher temp tolerance. Avg temp seems to be 29 celcius.

You'd probably have to invest in a chiller and/or make sure the water temp can be kept low with air-con and/or fans.
I doubt many LFS would go to this trouble for the benefit of one fish species;

I'm sure if you ring round LFS near you, you'd be able to find a seller or someone that can order them in.

Maybe try Loaches Online and enquire about 'hillstream loach' keepers in your vicinity and where they aquire their loaches?
