I am busy cycling my new tank which im going to put plants in so my questions for the members are :

When can i first put my plants into the tank ?

What are the best plants to start off with ?

I plants in my old tank will it be ok to transfer for them into my new tank ?

Plants can go into your tank at anytime, most people add them when starting up there tank. I see no problem in transfering them from another tank.

I would recommend plants like Elodea, Java fern, Anubias, Java moss, Hygrophila for ease of care, there are tons more but they're the first which came from the top of my head.

Forgot a question what is the best way to plant the plants which are potted leave them in the pots or take them out ?
 
You should take them out of the pots and plant directly into the substrtate removing as much of the root wool as you can. Some people also suggest trimming the roots a third down to encourage new growth.
What kind of substrate do you have? and How thick a layer is it?
 
With only 1-3cm of sand, it would be difficult to plant. Keep plants which don't have large roots, such as cuttings. These should be easier to plant or you could stick with java fern, Java moss and Anubias which all attach to wood/rock.
