Plants Fading Away Advice Needed Again

Hi again folks me again

Plants like my sword are fading all with different syptoms my questions is

Should my co2 be on earlier
Im in a soft water area could changing to ei with gh booster help
And would an external filter with 10x turn over help
Or any other suggestions

I habe a feeling you may say all of the above

Tank details
Fluval roma 90
Fluval 2 internal filter
350lph powerhead

Standard gravel

1.5wpg lights on 9 hours a day
Co2 1.5 bps on one hour before lights and off one hour before lights
Dosing tpn+ 5ml per day

depends on what sword you have, some can take low to medium light minimum and others can only take high light... 
 
you probably have a sword that needs high light and ... i believe you have low light bulbs. soooo that does not mix, try adding more reflectors for your lights and try to find out what sword you have.

How long has your tank been set up and the plants in there?

The tank has been set up over a year and started with the plants over a month ago with the co2 and ferts with traces

Im growing round pelia fine also anabus nana fine

So how would you priorotise the following

Higher flow external filter

Reflectors

Ei dosing

Plant substrate
