Okay, do any of these plants need CO2, ferts or loads of light?

HC (i don't know the real name)
Hairgrass
Saggitaria
Blyxa japonica
Glossostigma elatinoides
Lilaeopsis brasiliensis
Pogostemon helferi
Anubias barteri var. nana
Eleocharis acicularis
Cryptocoryne wendtii ‘Green’
Rotala sp. ‘Green’
Rotala rotundifolia

hair grass isn't a true aquatic and will probably die under water
crypts need fertiliser
extra CO2 doesn't need to be added unless you have heaps of light and fertiliser going in as well. Average light and a bit of fertiliser will make a huge difference to the health of all the plants.

Anubias barteri var. nana - no CO2, low light
Eleocharis acicularis - No CO2, medium light

Rotala sp. ‘Green’ - No CO2, low light
Rotala rotundifolia - No CO2, medium light

Dwarf Hairgrass grows perfectly well submerged (Eleocharis parvula)
