Looks like the tank is too huge for him.... and you don't have to do anything just maintain clean water and add a pinch of salt :D

cracker, its only a 5 gallon tank
should I move him to a gallon ???

I must politely disagree, as I've never experienced a 5g to be to big for any betta - even my HM. No reason to have to remove him from that tank; veils do just fine in 5-10g, and his finnage isn't too excessive. The water quality and temp will stay more stable in a bigger tank; moving him to a 1g will mean having to clean him very often, will cause the temp change more quickly, and frankly won't give him much space to move around after getting used to such a lovely environment. Fish who are sick or hurt def. don't benefit from changes, esp. changes that decrease the quality of their environment instead of enhancing it.
The pics aren't too clear, but does he have any bloody streaks or blackening at the end of his missing in? Did you see him get it stuck in anything? If the tank is filtered, he might have just sat under the filter and had it ripped off by the sunction - might want to cover the end with pantyhose or something.
For now, clean water, a bit of aquarium salt (I believe 1 tbsp/5g is the dosage), and if you have it, blackwater extract would benefit in re-growth.

there is salt in the water and black water conditioner
i also am treating with primafix and melafix, the tank is filtered.

I didnt see him get stuck in anything, I fed him one morning his fin looked wilted and clamped together (just the top fin) so I went to get my primafix and melafix and when I came back I watched it literally fall off
I dont think its fin rot
he is active and eats still so I dont know
everything is within safe or normal ranges for ammonia nitrates ect
and the temp is at 82 degrees steady

The way it shrivelled, then fell off in one chunk, when he seems otherwise healthy makes me wonder if he wounded it in a way that damaged blood flow to the rest of the dorsal, causing it to die and fall off. I've seen that happen to fish who had their tail shut in cup lids, for example; the fin will be intact, but after a couple of days it'll shrivell and fall off. Unless it gets worse, happens to his other fins, or refuses to grow back, I'd say just keep an eye on it and keep him nice and clean. :good:

I just did a full water change thinking maybe it was something in the water, that was yesterday
he is active and loves to chase the pleco (not a common pleco) its a dwarf pleco will grow to no more then 2 inches

I dont know he seems happy

Just went in to feed him his first bites lol he is the only one to get fed threee times aday morning noon and dinner
and he has a bubble nest built,. He ate his food and went back to building his nest guess I am just over reacting lol

thats because you have lots cracker!

if you only have 1 or 2, no reason not to spoil them with big tanks!

i have three, 1 is a 5 gallon, 1 is in a 7.5 gallon and 1 is in an 8 gallon
they love every minute of it.

::nods:: And I have 30, all rescued, all in 5g each (except for the one who can't swim, who obviously needed a smaller, shallower body of water), and even though most came to me with MEGA health problems, they're all healthy and happy. I haven't had a death in ages, and several are closing in on their third year right now. So, while 1g is perfectly ok, so is 5g; so long as the tank isn't so massive and high-current that the betta is stressed, larger tanks are not any more stressful than smaller ones.

i've had my betta in a 1 gallon, 10 gallon and 5 gallon (kritter keeper and hex tank).... he LOVES the hex tank. 5 gallon seems perfect for him.
