Ph Question...

I use peat and bogwood to soften and acidify my 7.8ph tapwater, after a considerable amount of both its starting to move downwards, currently at 7.2~7.0. Now, when I do a 30%wc every week the PH will fluctuate between somewhere just below the tapwater value and the final value after being through the filter (peat is in the filter), hope that makes sense... so should I somehow treat the tapwater with PH down or suchlike before I refill after a wc? Or is that considered a minor fluctuation?

Yes, you should pre-treat your tap water with peat because changes in hardness and pH can harm the fish.

The best way, IMO, it to have two buckets, one stood above the other. Drill some holes in the base of the top bucket, fill with peat, and then pour in your water and let it drip through into the bottom bucket. Make sure you use pure or aquarium peat; some of the horticultural stuff has additives in it.
