the ph on my tank is about 6.8 - 7.0 is this ok for what i have in it,

it is a 30gal tank

in it it has
1 red tail shark
1 cory
1 chinese alga eater
4 neons
3 rummy noes
1 xray fish

1 male ram
1 female ram

planted and dec - 1 barrel 1 prymid 1 castle 3 rocks, heavly planted corner, odd plants here and there.

I am planing to try and breed the rams

That should be fine for all the fish you have in there, although getting the Rams to breed will be a challenge. Do you know how hard the water is? I think you live in Herts, so I'm assuming that you have thames water, which is hard and as such, not great for keeping rams healthy, let alone breeding them.

If you haven't added the Rams yet, remember that they ideally require very clean, soft water are can be aggressive, but are also prone to being bullied by other aggressive fish. The CAE will get aggresive sooner or later and the RTBS may well get aggressive as the tank is a little too small for it really.
