Peat As A Substrate

Hi in my new tank im thinking of having peat as a substrate, will it need to be covered in sand or is it ok by itself?
dose it break apart in the water? i know it releases tanins but dose it get particles in the water?

I've got similar in my tank's i've got aquatic compost covered by gravel, does wonders for the plants (when my Sev's aren't digging them up) Doesn't realease that much particles nothing you can't get rid of with a gravel vac during water changes
