gouramis have a labyrinthe gland and can breathe air.....so that might be the reason.
However, if they are doing it a lot then mayb you aren't agitating the waters surface enough. Is the filter or pwoerhead positioned so that you are getting plenty of surface disturbance?
I am going to assume that the tank is properly cycled and you have no ammonia or nitrite as this can also cause fish to gasp at the surface.
