Like said before, you really need to do the weekly water change, but don't worry changing the water in a 10 gallon is not bad at all.
For the decor, I have found that Rams are very shy, and mine would never breed until I had some nice bushy plants in the tank to make them feel safe. So I would either get some fake plants, or think about some live ones. There are some low maintenance live plants that you could get, such as Java Fern or Amazon Sword. Also they like to spawn on flat surfaces such as wood or a flat rock.
What kind of substrate do you have in the tank? Sand is probably your best choice if you don't have it already. Rams like to sift through the sand for food, dig nests for their young, and if they do spawn the fry could fall between the cracks of a gravel substrate.
Lastly, Rams love very warm water. I kept my Rams at around 80 degrees Fahrenheit.
