It's not possible for them to breed...one's an egglayer, one's a Livebearer, plus they are totally different species and types. It's most likely a trait that showed up, then was selectively bred to continue to get that coloring and develop it.
When i spoke to the guy at lps its a mix between:
A Tiger Barb + Platy mated

It wouldn't be anything complicated like thatGenetic engineering is expensive and time consuming. No one would develop something like that when the profit they'll get will never cover the costs.
It's also not a tiger barb hybrid! Breeding a platy to a barb is impossible. The genes are simply not compatible (not to mention the method of fertilisation).
All it is, like Anna said, is a mutation that cropped up - just like any other variety of platy. Think about it - when you look at a rainbow platy like this: http/www.tropicalfishintl.com/images/enl...ainbowPlaty.jpg , you don't think it's a platy x congo tetra - do you?
