It's more of a function of deminsions. Most tanks are by foot or by fraction of a foot. Also, the width and hieghth of the tanks are pretty standard, ie 13 or 18 inches depending on the type of tank. The volume of the tank is an after thought. But they must be sold by gallonage, because there would be a lot of confusion in the actual size of the tank, ie the only difference between a 55 and 75 gallon tank is the width. The gallonage is approximated from the deminsions from there.
