Ocean Rock And Ph Levels

I'm in the process of setting up my new 130l tank and I'm going to have a crack at a low-tech planted aquarium. I picked up some driftwood, plants and a piece of ocean rock on my way home from work today. I never really thought about the effect a rock would have on water parameters, but as it was called 'ocean rock' I thought I'd have a quick Google just in case.
 
It looks like it's a good job I did check, because I discovered the vinegar test and it did fizz. However, I'm still a little confused because there's quite a lot of contradictory information out there. Some people are saying to give it a miss because it will raise PH levels, whilst others are saying that's only an issue if you have a low PH beforehand.
 
My PH is already 8, so does that mean the rock would have no or very little effect, or will it raise it still higher?
