I've been reading about these nitrate reactors that use a set of bacteria that use the oxygen and release the nitrogen, thus removing nitrate from the water.

The way they work, as I understand, is to create an area of low oxygen, so the bacteria need to extract the oxygen from the nitrate, and the resulting nitrogen is released as gas.

Anyone have any hints on a DIY one?

Let me give you hint number one Zante. Nobody in freshwater even tries that hard to avoid doing a water change. It is done in salt water where water changes are much more difficult to do.
