Will they grow pack, 2 of my JD's have almost there hole rear fin nipped off and my oscar has his bottom fin ripped and looks stupied with one fin normal and the other shorter. A Texas cichlid is doing all of this, and he is the 2nd smallest in the tank (note all fish are under 3" with the oscar being 3" and the texas about 1.5")

Just keep up on your water changes, and as long as they weren't too damaged the fins should grow back. What size tank do you have all of these in? Do you have a tank you could move the texas cichlid into, or perhaps rehome it?

Not much you can do apart from do something about that cichlid... hes got issues. 
and he has balls (not being sexist) for taking on 3 JD's and and Oscar that are best budds and swim together i was expecting him to be dead after he nipped my first JD that had so much color for being so small. rehoming him any ways the fish shop said they will take him back along with the JD's he nipped if they die or the fins do not grow back and they said the same for the oscar.
There's nothing special you need to do for fin regrowth, just make sure you keep up on your water changes, plenty of clean water is all that is needed. Yup, I'd definately rehome that texas cichlid, if he's that ballsy when he's small, he'll only get worse as he grows.
If you're doing the water changes twice a week you could probably cut back to 30-40%, unless 2 50% wc is your normal routine. And, just stick to your normal feeding regimen.
