New Tank Suggestions?

Thinking of buying a Fluval Flora (30l) and adding a heater.

What sort of fish could/should I have?

Was thinking of maybe one Betta as a centrepiece and a few small fish?

Any suggestions would be great?

How about a betta and some shrimp? If it's big enough for a betta, I think it is, but I'm not the person to ask
