New Project - Need Some Help

Well I have a big project plan for my next tank. I have had an extra 20 gallon I had almost fully set up but ended up never using it, just has been setting unused for 2-3 months now. Now that I moved into my new apartment recently and I will have an extra 500-600 to spend on supplies in 2 weeks I plan to get this working. First off I want to redo the subsrate that I have sitting in there. Its Florite but its to rough for bottom feeders which I plan to have. I plan to strip the tank but add a new substrate:

I want the plants to really work this time and I also plan to use T5 Lighting with 42 watts total. Secondly I plan to use dual Nutrafin Co2 Canister with DIY mixture. Filtration I planned use a Marineland C-220 Canister filter as well. Stock I am thinking:

12-15 Rasbora or Tetra (dont know which yet)
12-15 Cory (Type unknown still)

Not sure if I will still have room after this and what to stock it. I am also not sure which plants to use and where to put them. So far total cost of all equipment will run me 450.

Suggestions or opinion on choices?
