New House, Warm Water Cloudy

Heya guys. im in the process of moving house, and have set my small 3g tank up to cycle. I filled it with cold water, and set the heater to work. came back today, the water is so couldy its hard to see the back of the tank. Tryed the water from the hot tap, got the same result, a glass of water i couldnt see through at all. it looks like smoke underwater.

What does this mean, and how can i neutralise it?
 
I'd aerate the water in case it is ultra fine air bubbles
and add carbon filtration in case it is dissolved calcium
other than that I'm out of ideas.
 
ill pick up and airstone tomorrow :) i just plunked a new filter in today with its carbon cartridge in, so we'll see if that helps. Ive done a 50% water change, with water from the shower, which comes out ALOT clearer, so i think ill be filling from that from now on
 
check the water tank in the loft/attic
could be limescale which means hard water - try using one of thoses 5-in-1 test strips, they'r pretty good, or at least test it for all the harmful stuff u can think of and act accordingly.
Other than that, could be silt in which case the filter will sort it.

its a student house, so its more than likely limescale now you mention it. ill give the landlord a bell when he's back off hol n see what he can do
