Ok, I bought my tank, a Fluaval 46Litre, I washed all my gravel, and stones, I installed the heater and filter media, filled it with water and now i have cloud for 2 days, is this normal

The cloudiness could be either from the gravel if you didn't wash it thoroughly enough to get the dust out, or a bacterial bloom. The bacteria that cause a bloom (white cloudy water) feed on organic matter. The sealant in the tank and plastic things like the filter casing contain organic chemicals which could feed this type of bacteria.
If it's gravel dust, you could take all the water out and wash the gravel a bit more. If it's a bacterial bloom it will go away once the bacteria have eaten all their food.

You can start your fishless cycle with a bacterial bloom in the water, but it might be better to remove any gravel dust first. You are going to do a fishless cycle, aren't you?
