Neon Tetras

I wonder if anyone can help me determine what is wrong with my neon tetras. There appear to be two symptoms, firstly their tail fins start to turn white. Secondly, a growth forms around their mouths. Local shop sold me fin rot and ulcer treatment which does not appear to be doing anything. Tank also contains a number of harlequins which appear to be ok.
 
the first thing that springs to mind is 'cotton mouth' which is a fungus. Which brand of treatment did they sell you? Some are better than others
 
fin rot might be why their fins turned white( i havent seen this happen to any of my tetras ) but thats easily fixed with some melafix. i buy the cheapest bottle of it as i can to help with any fin rot that may have happened due to(rot) or any aggression that left it damaged and had started to disappear because of an infection that caused fin rot 
 
Fin rot is due to poor water conditions rather that wasting money on a quick fix regular water changes are a better option.
