Neon Tetra, Is this white spot (Ich)

I recently purchased two neons to add to my school and one that I purchased has ended up with damaged fins and spots. I believe this to be white spot, could anyone help me decipher it?

That doesn't look like whitespot.

it's a bit difficult to diagnose exactly what might be wrong without more information.

How long have you had the fish? How big is your tank and how long has it been set up? Is your water hard or soft? Exactly what fish species, and how many, do you have? Have you tested the water at all?

Pic is not the best quality for diagnosis, but off hand i would say, ick or bacterial infection.
