It's entirely normal for Male Guppies to be nipping fish. They have very high sex drives, and will try to mate with most female Livebearers. They will also sometimes pick on male Livebearers, because they seen them as competition. Don't worry, he's not doing anything abnormal.
And he'll never really stop this...the female will have her fry, he'll impregnate her again, and then he'll go back to picking on other females and picking on the males. The Guppy life.
And you can have Male Guppies together, as long as they are in a group of at least 5. This is to spread out the aggression. The reason he killed the other male Guppy, was because he was dominant, and constantly picked on the weaker one. If you have 5 or more, this will be much more spread out.
