I live in San Antonio Texas and it is very hot and my fish tank is nearing 78 degrees and my big ciclid just died from a horrorendous ick infestation that covered his eyes and mouth, suffocating him or whatever caused his death. So im about to flout my frozen water bottle in the tank and was just wondering, could it cause some form of shock from the cold radiating from it to the fish or do you think it will be ok as a temp decreasing device?

It should be fine - try to place it near your pump/filter outlet so the cooled water is distributed around the tank.

If any particular fish are way too hot they may swim near it, but it won't cause any problems.

It's definitely safe to use for tanks, but 78 degrees is realy not necessarily hot enough for you to need to use one. I use one when my tanks get into the 84ish range only. Of course if you have a coldwater tank than it would be prudent to add them right away
