My plec looks like it has two white marks on the tips of his tail fin

No way can we diagnose anything without any info.
 
So, water parameters readings of at least ammonia and nitrite?
 
Size of tank?
 
Tank cycled?
 
How long have you had tank and stocking?
 
Any symptoms at all, gasping, lethargy etc?
