A little far for me to go in person as I am in Oxfordshire but as said just let me know if this would need to be discussed and I can always at least give my input.

If he wants someone to come out and do a report bare in mind that a good engineer will charge £100 per hour plus vat and would need payment for travel hense me being too far.

On another note I could do a report from some basic photos and if he would confirm size of joists and directions. Would be free of course.

you may have to consult a qualified structural engineer or surveyour

There is no way it will go through the floor. Your dad probably weighs as much as the tank, does he go through the floor? In fact, because the weight of your dad will be focused on his feet, it will almost certainly be a higher pressure on the wood when he is upstairs.
