One year ago I used meth blue in my tank as I had sick fish and I accidently killed off my apple snails not knowing that they would be poisoned by it. So a year later I am hoping to add a couple giant ramshorn snails but some odd bits of gravel are still stained blue. Will this affect the snails?

Don't think so.  You sure must have used a lot to stain the gravel.  
 
If you used methylene blue, You may be able to decompose it with 670nm light.  Check if you used methyl blue or methylene blue.
 
Are you using the blue to kill/ward off fungus?  If that's the case, try using peroxide instead.  You don't have to be shy with it...I use it almost daily for fish eggs and have never had any problems.
