Marine & Reef Help

Hello, I'm gathering information on marine/reef tanks.

I am wanting a reef tank but apparently you can't just put tap water with conditioner and marine salt in to a bucket and add it to a reef tank. Is this true? And does this also apply to marine tanks?
I heard you have to buy RO water and add that. Is RO water pricey?

And another question, do you need a sump and skimmer for a marine tank or reef tank?
