Male guppy trying to breed with other male?

Hi, I recently got a new 150 litre tank for Christmas and have 12 guppies and 20 neon tetras in it. The guppies is what I want to talk about, there are 3 males and the rest are females, and one of the males is always trying to breed with one of the other males and never the females. Is this a problem or normal.

I have a 30 gallon tank with guppies and shrimp. I have only had the guppies for 2-3 weeks and already have 9 fry. I noticed the males chase each other and the females trying to mate. Like watching a bunch for rabbits.
