ok so......

I only have 6 guppies & 9 neon tetra's at the mo.

I feed once a day (variety) and there is never much waste left over.

I do a 20-30% water change once a week.

My brothers tank is only 20-30 litres, so he wont be going banana's with fish, i will be donating 3 of my guppies.

So would the best method be the dual filter technique with also a 1/3rd of media installed and how long before I can give the filter over.?

No, the best method would be to give your bro the three guppies and about a 1/4 of your media to go in his filter at the same time.

What fluttermoth said, although I think even better would be 1/4 of media and do a shrimp only tank or some really dwarf livebearers.
