Lighting Recomendation

hello i have a 130l (about 32 usg) aquarium and would like to have a go at a planted aquarium. The hood can hold 2 bulbs and have very low lighting at the moment. I want to aim for about 2 to 3 wpg to grow plants like amazon swords, anubis, vallis, java fern with or without the use of co2 (havnt decided yet). I will hopefully be aadding a layer of fertilizer beneath my gravel which brings me onto my next point, what is the best subsrate to grow plants in your oppinion? What would be my best lighting combo? i saw these which i have seen recomended somewhere

Would this be a good combination? if not what would you reccomend? thanks alot

This thread is for you - same size tank, probably same lighting, does have CO2 but at this light level you can get away without it.

It shows you don't need 2-3WPG (especially for the plants you are describing)
