Lighting Options 60Cm

I have a 60cm 30cm 40cm (LWH) that i will be setting up in the coming weeks but am unsure what to get to light it i have found 2 options just wanted opinions on them
im looking for some plant growth so whichever is better for that as they are both the same cost anyway.

i am not really clued up on lighting but am i right in saying the T5s are better of these 2 options?

i am not sure how powerfull the LED's are but they will be more cost effective, as they will last years and years, where as the T5 for plants need to be replaced every year, if you can find out how much the W these LED's are kicking out then that is great anything less than 3w per LED is not good enough you need a minimum of 3w per LED IMO, this is the LED type it is 1210 LED SMD, but a quick good did not find much BUT did tell me the current and voltage requirements and a pack of 100 of these LED's costs $5 of ebay :p so depending on like i said how powerful they are depends on what driver is driving them :) you could with some research make your own :) or speak to PS3Steveo if you are in the UK to get him to make your own :) of not the LEDs are good doesn't matter what light you get for fish but it dose for plants
