Lighting 250 Liter (65 Gal)

Hi have decided to buy a new light unit as the one i have now has only one space and a 40 watt bulb
I am looking at ones off of ebay at the 100 - 150 dollar range and ive narrowed it down to 2
a 4x28 watt (1,8 wpg)
or 3x 28 watt (1.2 wpg)

I do not want to be entirely reliant on co2 but may introduce it later on
will be growing water sprite java moss dwarf hairgrass as a carpet and anubias -thats my rough plan

which setup should i choose? the price is only 20 dollars difference so am not worried about that

any advice is welcomed

whys that? id almost settled on the 4 x 28

the lower lighting will mean you dont need CO2 injection, the lighting is enough for the species you have listed - are you goiing to be running the existing 40w tube alongside the new lighting?

i just realised if the 20 dollars not an issue ill get the 4x28 and if its too much ill turn one off lol

are you sure you can turn just one off? Usually it either controls all four, or just 2.
