That is what I thought too. I think I have the same lights you are talking about. I have 2 in my old incandescent fixture. They are 18 actual watts each, but claim to be as bright as 75 watt light output. It is still just an 18 watt light.
I have it on one of my 10g tanks. 3.6 wpg with both running. It has worked out great. My plants do very well in that tank.

yea basicly but theres a few other factors such as colour etc

so you have got about 2.5 wpg
