That is what I thought too. I think I have the same lights you are talking about. I have 2 in my old incandescent fixture. They are 18 actual watts each, but claim to be as bright as 75 watt light output. It is still just an 18 watt light.
I have it on one of my 10g tanks. 3.6 wpg with both running. It has worked out great. My plants do very well in that tank. :good:
 
so what the blub actually means is:

" You will need 100 watts of power if you use incandescent blub to achieve the same brightness. But to hell with it. We will we do it for 25watts"

yea basicly but theres a few other factors such as colour etc

so you have got about 2.5 wpg
