I'd shop at aqua essentials in the uk as they'll ship to America, get some cat litter substrate, cap it with sand or gravel, raise your budget to £50 so about $60 lol as I believe they give free delivery at £50 not sure if that includes US but worth a try, with 4-5 WPG get some ferts and Excel (liquid carbon). Get some nice plants and cheap fishys lol. SORTED!!!

A load of floating plants as 4-5WPG is excessive, and a load of low tech plants. and some decent powerheads for water circulation.
