LED lights do not flood a given two dimensional area with photons in the same way that fluorescents do. In some ways they behave in a more directional manner, more in the manner of lasers but not nearly to that extent. This means the "rules of thumb" we use about lamp wattages and tank water volume simply do not apply to LED lights. If you can find them, there are some LED enthusiasts here on TFF, so they may know more to tell you about the effectiveness of these with plants.
