Led For Carpet Plants?

Just wondering in a 3 gallon tank would LED lighting such as these be able to support a carpet plant such as dwarf grass or HC cuba?

You'd need a little more TBH, very very good flow and a good ferts and CO2 regime for HC but for hairgrass it would work but take forever.

What about the Arcadia Eclipse 9W? and flow will be fine, got ferts, got liquid carbon, CO2 soon.
