Laying On The Bottom

My betta recently started to lay on his side on the bottom and not move much, but his gills are usually moving, as though he's trying to breathe from them. He does go to the surface to get air, and if I bother him he swims around for awhile and looks normal, but then after awhile he returns to the bottom... I can't see anything else wrong with him other than his fins seem clamped together, but his fins have been like that pretty much since I got him - you can't really flare him, I mean he flares his gill covers but his fins won't go.

What should I do? We have 3 other bettas in the house and they are very happy and active looking.
 
He's already got salt and plants, I put him in the closet.
 
Clamped fins are a sign of stress, so need stats in ammonia,nitrite,nitrate,and ph,
I would try and feed him some peas if hes still eating sounds like a bacterial infection, cook some peas for a few minutes, let cool down, pop out of shell, mush between fingers and add to the tank.
Also add at a teaspoon of salt to the bowl.
