Any gas company should be able to fill them, all they do is take the valve off the top and freeze the bottle to cool it, to stop the liquid co2 from turning into a gas wile they are filling it and putting the valve back on.
You should be able to have an adaptor made to fit a co2 gas bottle from a company that suppler co2 to pubs, bars and restaurants etc
