Jäger Temperature Sensor Automatic Heaters

I have a 250W Jäger Temperature Sensor Automatic Heaters. It is temperature adjustable from 64° to 90°F. With it set at it's lowest setting of ≤64°F and despite my thermometer readings of 78°F[±] it still switches on. I assume this by the indication of the glowing orange filament.

If I leave it set at it's lowest setting (as indicated above) it eventually over warms my tank.

Is it safe to assume that the sensor is faulty? It was inherited and assumed to be rather old.
 
Could just be that some parts of the tank are waremer than others.

Either way, the good thing about JAGER heaters is you can calibrate them if they aren't heating accurate (as most heaters tend to stop doing after a year or two).

I have multiple thermometers, one glass within the tank and two affixed to the outside in two different locations. There is no more than .5°F range between them at 76°F as we speak.

With the Heater set completely at ≤64°F (basically all the way down to the stop) it still lights the filament. I do not have the manual as I inherited this heater with the tank. Would one be able to easily find the manual on line? I will research for myself for the Jäger site and or manual.

It's on page 3 of 4 in those instructions, on the left hand side :).

My UK instructions are slightly different, page 6 on mine for some reason.
