Is Water Wisteria Suitable?

I recently bought a 13/14gallon tank with a 18watts light tube.
Was wondering if water wisteria is suitable with plain gravel and no additional fertilizers? If not any other plants to recommend that can do well in plain gravel , no additional fertilizers and low light ? Thanks!
I am planning to plant : Anubias Nana, Anubias Barteri , Java Moss , Java Fern
