I have a 24 US gallon tank with the following fish in:

2 Dwarf Gourami
4 Neon Tetra
2 Corydoras

I plan on adding 2 more neons and 2 more corys so they can shoal.

I would like to get 2 cherry shrimp but my tank (by the 1 inch/gallon rule) is practically full. I have heard that shrimp do not add to the bio load and therefore do not need to be considered into the equation.. seems unlikely but is this true??

Most shrimp are so small they don't make too much impact on the bioload (from what I have read). If you have just a few they shouldn't add to the bioload enough to count :)
 
also overstocking by a little bit is not gonna kill all your fish if the filtration is good enough
 
Yep assuming you have good filtration Cherry shrimp will be fine. I would get more then two though. If you have even a small amlnt of cover in the tank you would most likely never see them. Get at least 6 and given decent water conditions they will breed. They add next to nothing to the bio load, espeically when you consider they eat any left over food which stops it rotting away in the tank.
